When did boxing stop allowing cuts to be bandaged during a fight?

Was just re-watching Gregorio Peralta school George Foreman in their first fight (scored it for Peralta by 2 points), and after Peralta opened George up for the 2nd time in the middle of the fight, they placed a bandage over his eye to stop the bleeding. If that was still allowed today I'm pretty sure I wouldn't have had to of seen Paul Williams face completely soaked in blood against Verno Phillips.

So when did they dispense with bandages, and why?

i just recently re watched Arguello's-Escarlera 1 and i think he had a bandage or a crazy amount of vasoline over one of his eyes in that fight. That fight was around 1977, but that was Puerto Rico not the US. The fight still would end in cuts anyway.

My best guess is that the rule changed some time in the mid to late 1970's. The possible rational might be that bandages and that little extra padding might be seen as an advantage to a fighter.
