Trump University probably started as idealistic project to really create a legitimate university. However, with poor mismanagement and Trump himself probably losing interest after the first month, I could see how it wen't to **** and turned out to be a bust. Still, that doesn't mean that he set up Trump University to specifically scam people.

Former employees of Trump University explained in detail the prices of everything and the selling tactics they had to use, as well as the content of the "courses". It was most definitely a scam, for-profit school, it was not a legit school at all.
