In the case of Parkland, the Sherrifs Office received multiple notifications that this kid is a future school shooter, they ignored it. When the shooting was happening the armed guard who was supposed to protect the kids was too scared to do anything, and when reinforcements arrived they waited outside until the shooting stopped.
If the coach who used his body as a shield to cover students had a firearm on him then things could've ended a lot differently.
