Nope, the WBA ENFORCED the fight, but Maidana told them "Don't enforce the fight" and so they backed off and let Khan keep the belt, Maidana could have forced Khan to fight, in fact the WBA did force him to, but Maidana went out of his way to make them cancel the mandatory.
