You can get dead people off the voter roll by using their death certificate.

Sometimes people don't like the candidates and don't vote. Just because a person doesn't vote that shouldn't trigger the state to remove them from the rolls.

They don't send those to the Gov't entity that registers voters.

This only happens to people who haven't voted in at least 6 years. You left out 2 years. From your source:

Ohio election officials send notices to anyone who fails to cast a ballot during a two-year period. People who do not respond and don't vote over the next four years, including in two more federal elections, are dropped from the list of registered voters.

So its 6 years, not 4. Plus they send you a notice after 2 years of not voting. You don't even have to vote after that, just respond to the notice to stay on the rolls.

Again, this is people being purged who already aren't voting anyway. So it's not Rs getting less people to vote by any stretch.
