Yes. Should be first balot too, IMO. He beat many people that went on to win championships after they fought and has one of the best resume's of his peers. I would love to see him get the Cotto fight though.

No, but in this era he will be. Him fighting Many Pacquiao every other year doesn't make him HOF material. He had a good win over Marquez but he hasn't really fought anyone that's not on Arum's roster. He should be gunning for some of the current WWs right now.
