The strategy is similar but the outcome will be dramatically different.

Targeting (& trading) domestic voter demographics every generation is routine politics and comes with a built-in equilibrium, since you tend to lose one when you win the other.

Facilitating illegal colonization as a means of securing temporary political power means no equilibrium, no cycle, it just breaks democracy down & we become destined to inherit the political ideologies of the world's most fertile (and oppressive) regions.
