    The main cause is in the dysfunctional operation of the White House, and specifically Trump.

    It is Trump's chaos which caused this.

    The public conference which Trump attended was about immigration, as was the following closed-door conference where Trump made the 'shithole' comment which was then heard around the world.

    Trump changed his tune between the two meetings. John Kelly and Steven Miller lobbied far-right Congressmen to intervene.

    The Republicans now want to trade CHIP, which they just scuttled, for Immigrants who arrived in the US as children, and who voluntarily signed up for the DACA program. Trump would use this information, which they provided, to deport them, if he gets his way.

    At the same time, the Republican extremists are unwilling to vote for a budget which does not include Boarder Wall spending. The Boarder Wall is a pork barrel project, meant to channel billions of dollars to the contractors who build it. Contracts have already been bid on, and speculators have already placed bets.

      Team R likely waited on purpose to put the onus on Team D to accept it without significant review or revisions. Because then they can be like "oh look at Team D not doing their part!" if they want even the slightest bit of review to take place. But if they've not had any time or role so far, how can they be blamed for wanting to do so now?

      If you look at the whole picture objectively, you cannot reasonably put the blame on Team D here.
      It's more like this.

      You and 1bad are chefs working at a restaurant, and the diners are the American People.

      They order a Sunday, and 1bad tells you that he's going to make it himself, and you can't help, because he is the higher ranking chef here. He then returns a bowl of doggy poop with a cherry on top, and asks you to co-signoff on this 'icecream sunday'.

        The rich didn't get a huge tax cut, Corporations did... The middle class got the best tax cuts as far as personal income tax is concerned...

        The pre-Tax cut situation...

        A Corporate tax rate in the United States of 35% ensures the continued exodus of jobs and corporate development from within United States... Lower Corporate tax rates and cheaper labor from other countries are irresistible incentives, so investment goes to where they can and get the most bang for their buck...

        The United States has a built-in advantage, a huge market with plenty of cash, Corporations would love build here...
        Saving the expense of the import/export game coupled with a reliable Workforce, can offset the cheap labor other countries can offer... The big sticking point is that 35% Corporate tax rate...

        The present Tax cut situation...

        Now that the Corporate tax rate has been reduced to 21%, United States is becoming an attractive destination once again...

        Now we play Chess !!! (Queen's Gambit declined and the Sicilian Defense with a Dragoned Bishop if I can get it, are my favorites.)

        The Corporations are getting ahead of the game, controlling the amount of pay raise and/or bonus pay outs, before there is a demand for them...
        Team D is way behind, not wanting to acknowledge the new Corporate environment within the country... That's a losing move, things will be set in stone by the time they realize what's happened...

        The Corporations have already Won, Checkmate baby !!! Team D set the bar so low, an Ant could clear that hurdle !!!
        Team D said Corporations would never share any of the wealth, no bonuses, no higher wages no new construction or job creations...

        So all the Corporations needed to do was hand out a bonus and/or a pay raise and they would have achieved what Team D said was impossible... Corporations controlled amount of these pay raises/ bonuses with ZERO pressure from Team D...

        The Corporations are going to relocate assets into this enormous Market because it will be profitable for them again...

        How Team D remains blind to this reality is baffling, they're playing checkers in a world of Chess...

        If they want a place at the table, they're going to have to swallow their pride and acknowledge the new economic benefits of a 21% Corporate tax rates in America...

        Time to play Chess Team D !!!

        America's advantages are also your advantages, the huge American Market !!!
        The Cities are population centers with vast amount of consumers...
        Take the reins, and entice Companies (Both foreign and domestic) to relocate from abroad, into their States and their Cities... Sell yourselves, your manpower, consumer markets and strategic proximity to logistical solutions...
        That's the only way to see any light at the end of the tunnel...

        But I feel Team D is too stubborn to admit the climate has changed and adapt accordingly...

        If the millennial generation had been properly educated, this World would truly be their Oyster... But the Socialist approach to their education has skewed their perspective from where it should be, "What can I do ???" To what It's become, "What do they want me to do ???"

        It's time to lead and not be lead millennials, because you're old school (Bolsheviks) and don't know it...

          Really, what they believe is right? Lets continue to pay for every illegal immigrant. We, the working people are paying for that. I am personally tired of paying so many taxes because people believe that the US has endless amounts of money.

          A governmental shut down because of illegal immigrants, slap in the face if you ask me

            That is something that has been embedded in you. Some don't care about the military until we need them. Plus having a powerful military deters attacks to the US. On top of that how many people does the military employ?
