unless you can explain the process in how the country borrows its money supply, from who, when was it established etc

The Fed cannot stop the US government from repaying debt

It can advise against it, refuse to sell US government securities back to Treasury or other branches of government, hell it can even issue more securities itself but it cannot stop the security issuer from repaying the money
