His voice legitimately changed on him due to the hard lifestyle he had been living. He was a chainsmoker for quite some time and drank nearly every night. That's why the character sounds nothing like it used to.

The reason he's always chewing gum these days is because it's a substitute for smoking.

As for why the character went over the top, well, he changed his acting style, too. Pacino used to be one of the most subdued and subtle actors out there, then the 90s rolled around.
