That's a tough one, there is this unwritten rule that makes them difficult to aproach if they aren't in some sort of fun enviromnet, like a club or at a party. Then again you don't want a girl that goes to clubs too often.
If getting ignored or rejected doesn't bother you try libraries, book venues, definetly not church or parks but it's best to get to know one through somebody first, be in the same circle of friends and all that crap.Comment

If you have a palce of your own, then that's the best.
Offer to cook, or even ask her to come round and you can do it together.
Get a DVD of a film she may like, so talk about your fav films together as a back up plan aswell.
just chill and watch something together you know.
If you're not much of a talker, then going out to bowling or something that puts less pressure off you to talk.
Every girl is a new task.
