with how long it takes numerous cops to arrive to the scene these fools could have bought something. Also, an officer must inform the person that they are guilty of loitering and that person has the right to leave if they are not going to purchase anything. But obviously these fools wanted to stick it to the man and continued to loiter. The cops could have written them a ticket but obviously things got escalated and the perps were handcuffed and escorted out. Simple as that!

This happened in Philly which is a predominately black city. Not ruling out racism, but there are probably other reasons, on what grounds do the cops come in and arrest people for lounging? At the most they would tell the people they have to leave, and if they refuse then you'd have reason for an arrest.
