That statement just isn't accurate. Mayweather at 130 used to shoot the jab and stay moving around the ring.

At 130 Mayweather did move more but as each fight went by he did it less and less. The jab has never been a big part of his arsenal sure he'll do it in spots against certain fighters especially to the body but thats it.
