Consider that Klitschko had Jennings wrapped up, with his left hand behind Jennings head, and his right arm slipped off Jennings shoulder as he threw the uppercut.

Fury had way more space between him and his opponent, and his opponent was just on the ropes defenseless and Fury just uppercut himself. He managed to hit air though.
