He knows Horn will take this in a heartbeat while he stalls Bud. Horn won't make 147 long, he'll move up and Bud will just have to beat up somebody else for the title. Horn will never leave Australia and defend that title, he has too much trouble making the weight on top of his other limitations. He doesn't have a great jab, or footwork, or a big punch. All he has is size and strength, but now he's struggling to make weight.
