Simple yet complex answer.... Yes it's part of the reason plus colonialism and political corruption. Actions of the past have created a perpetual self sustaining cycle of suffering and poverty into the present and the future... Things are getting better in black countries ( minus Haiti but that's a totally different can of worms) but time is needed for growth.
