Depends. If not much hair, shave in the shower. If a lot of hair, shave then shower to wash away da hurrs.

I shave my face in the shower. Oddly enough I do all other manscaping outside of it.

Shower first. Skin becomes nice and soft to shave.

I usually run the hot water in the bathroom sink and put my gorgeous face over it so it could soften up the hairs and get my skin nice and soft

Shaving is for women, I let my majestic beard grow out like a real man. Maintenance is needed on occasion though.
