Ward, easily. But, Pac's is really damn good.
Hopkins, if we can still consider him active on the eve of his retirement.
      Cotto.
Edit; Garcia's isn't bad either (both of them).
And, I'd be remiss if I didn't mention Wlad.

I see Hopkins, Cotto, and manny as prior gen fighters.

Lets look and compare all there championship level fights
                Ward - Kovalev (A+), Rodirguez (C), Dawson (A), Froch (A+), Abraham (A-), Bika (C+), Green (B), Kessler (A+)

                Canelo - Smith (C+), Khan (B), Cotto (A+), Lara (A), Mayweather (A+), Trout (A), Lopez (C), Mosley (B), Clintron (B-), Gomez (D+), Rhodes (D), Hatton (C-)

                Garcia - Vargas (F), Guerrero (B-), Malinaggi (C), Peterson (A-), Herrera (D+), Mattayse (A), Judah (C+), Morales (D+), Khan (A), Morales (C-)

Gonzalez - I don't know the level of the opposition that low in weight but according to BoxRec it's horrible

Canelo has beaten more championship level fighters but Ward has beaten better quality

Most well known names Ward. Most world champion defeated and active champions Gonzalez : Cuadras ( former WBC jr Bantam weight current top five) , Arroyo ( you can argue Arroyo should of been IBF champion ), Brian Viloria ( two weight unified champion), Sosa ( former WBC Flyweight champion ) , Yaegashi ( current 108 champion ; former lineal 112 champion), Juan Fransico Estrada ( former unified flyweight champion current P4P fighter), Fransico Jr. ( former unified strawweight champion ; now competing at flyweight current top ten) Takayama ( current WBO miniweight champion been in the top ten since 2005 held every major title at this weight, IBF,WBA,WBO,WBC) Niida ( former WBA miniweight champion )

Note : these champions have gone on too win world titles after they took the loss at the hand of RG and still top of their divisions even years after the L...in Wards case you got only Kovalev as his first good win in years and time will tell how Kovalev bounces back after this loss...but Chad Dawson is done and Abraham looks finished too.

Theres a reason why we use the term 'Boxrec Warrior ' its trash...take a look a Takayama for example : 16 world title fights eight losses only 33 years of age, that means hes a bum according to boxingscene yet hes had more title fights than than Erislanda Lara with what maybe five world title fights in his whole career? and is the same age!!! its frustrating to explain RG resume to casuals.
