It's a good thing though if all the top fighters would agree to random blood and urine testing 24 hours a day, 365 days a year. That's the best way to catch a cheater. However as long as you're smart and work with the right people you will always be one step ahead and pass the test.
How many times they test a fighter is irrelevant. It's random based, not how many times they show up at your door. They can stay away from Donaire for a half a year and then show up out of nowhere to surprise him, and it has the same effect as testing once or twice a month.
The point is, by not showing up for a lengthy period of time, they have let them forget about it and get too comfortable by , which gives them a better chance to catch them in the act (that is, if they're using something). As opposed to keeping them on their feet by showing up on a regular basis.

And I don't see what the big deal is working with Conte. It seems rather unfair being guilty by association, don't you think?
With the way news get out today, you would think one would award him by not being shy in working with a former BALCO head. It's not like he is hiding their relationship. COnte appears to wanna reform the drug testing game, kind of like that Drug dealer who got out of prison and is now working to catch other drug dealers.

And if you were to test someone twice monthly (or better yet, weekly) on scheduled times there would be no way to cycle out anything detectable. The problem would then be blood doping, hgh or similar, which is the most likely banned substance to be used by a boxer anyway.
They will only catch byproducts, straight out errors by the one doing the schedules or complete ****ing morons. It's a losing battle unless they modernize the way they test the athletes and put some effort and money into it.
Problem is, there's no upside to catching athletes.
And for the ones suggesting Bolt could be clean.. "rofl"
