Good catch. Likely it was mostly just rules and regulations (No way USADA has a 2,695 page folder on Mayweather for a few fights). And I wonder to what extent they did end up complying, but regardless, that quote is in fact too dated for Hauser to use it as slam dunk proof. -

In early March, USADA presented the Pacquiao camp with a contract
ISTUE and they were therefore permitted under the terms of the Testing Agreement. It is important to recognize, however, that the Testing Agreement that was initially presented to the Pacquiao camp contained no specific reference to retroactive TUEs, but rather to the ISTUE which contains the specific retroactive TUE language.
This is misleading. Retroactive TUEs are permitted under the WADA----------- why did floyd try and write into the contract that the NSAC and pacquaio didn't get notified in a TUE was issued, how many times has floyd done this exact thing beforeComment
