Is it true 3-5 min. rest between sets while str training is good for strength gains?

Depends on what kind of reps and how much weight you're doing. But generally you need the long rest for the heavy lifts. For hypertrophy you use slightly less weight, more reps, and shorter rests, to tire out the muscle. For pure strength and explosive power, you want to use heavy weight (at lest 80% of 1RM), 1-5 reps, and long rests.
