Well, I'm assuming it's because of the type of fear mongering right wingers have been unleashing since the tragedy. But even then, before 9/11, majority of terror acts were still committed by white Americans.

Let's not forget the plots which were foiled, there was a foiled plot to destroy the NY Stock exchange in 2004, and a foiled plot to bomb the NY City Subway and another attempt to bring down an aircraft over Detroit in 2009. Read for yourself:
