Is it illegal to duck below the waist line?

no, it is illegal in amatuer boxing, but not pro, just see Pernell Whitaker. his head sometimes touch the canvas while he was ducking

It's like if you get hit low but were pulling the opponents head down at the same time, the guy who landed low isn't at fault, isn't warned and certainly doesn't have a point taken. The guy who got hit low is at fault for pulling the guys head down.
Floyd alot of the time, Whitaker back in the day, Dirrell vs Froch, that is against the rules but seems not to be enforced.
If a punch lands on the back of their head due to them being bent below their opponents waist, which happened a couple times in the Froch Dirrell fight, the guy bending low is supposed to be at fault. Again, not commonly enfored but that is a rule. Happened in Afolabi-Huck too quite a bit.

Giving a warning for rabbit punching when they've ignored the golden rule of protecting yourself at all times and caused it themselves should be criticized far more when a ref fu*ks that up imo.
