Loma by a mile. Rigo has the most overrated resume for the past 2 years. It literally has one name on it, and nothing else. Not even other contenders - virtually everyone he has fought was outside of top10, and most were outside of top20.

Pound for pound is supposed to be how good you think a boxer is right now, for his pounds not a few years ago. It should be based on how good he has looked in very recent fights. Rigo's win over Donaire years ago is great for his resume but was too long ago to mean much for his current PFP ranking. Right now I think the young prime Loma is the best PFP boxer in the world at 130 pounds. The much older Rigo is still a top 5 or 6 PFP boxer at 122 pounds in my opinion but he ranks below Loma pfp now to me. If he was as young as Loma they would probably be equal PFP to me. If Rigo fought Loma now at 130 pounds I think he would get KOed but I doubt Rigo will ever fight him at 130. PFP is just opinion and usually can't be proven right or wrong.
