His political party UDAR is a German backed puppet party and his American and EU masters aren't going to let Klitschko be part of the government if they do succeed. They think so poorly of him that they feel its preferable to have Tyahnybok (leader of Svoboda Nationalist party and "legitimate" spearhad for the 'Right Sector' Neo Nazi groups) to be Yatsenyuk's right hand man instead. They're just using him because of his celebrity.

There was a phone call leaked between US Assistant Secretary of State Victoria Nuland and US Ambassador to Ukraine Geoffrey Pyatt with them discussing Ukraine like they're moving pawns on a chessboard. The way they talk about Klitschko like he's an idiotic child being sent to his room to go "do his political homework and stuff" is particularly amusing.
