How do you know? The tests are pretty inadequate. Lots of people cheat the tests. If Olympic athletes, etc. can cheat the tests that says all that you need to know.

In my opinion he's juiced, but what does it matter. I don't have any sympathy for the guy. He's not a natural athlete by any stretch of the imagination, and his physique is a product of years of HGH and steroids, that's not really up for question.
