Everyone else will say the truth in that a foul is a foul. Headbutting is illegal along with dipping below the waist and clinching.

In football , a roughing the passer gets you a personal foul 15 yards tacked on .the defender is 1 personal foul from being ejected and loses 15 yards.

In most fights (like over 90 %)you dont even get warnings.

In so many fights , (like 95%) you dont get a point deduction.

My thought would be to create stats for refs.
A disqualification % ,a point deduction % ,
a warning % ,And a tko stoppage % , an overall ref rating %
