A good case can be made that at the time they fought Hart and Root were actually the two best in the hwt division. I remember RING back in the 70’s provided an article that made the case quite clearly. Also I found an article written by Jeffries where he defended his choice of Hart and Root fighting for the hwt championship. His outline matched RINGs article quite closely in terms of the history and mindset. Hart of course was chosen due to his decision victory over Johnson. The choice of Root was a bit more of a stretch.
