Hard to say - for some nations that have stupendously high birth rates, definitely it should be 'capped' or limited to some extent, but overall it wouldn't be a particularly good thing for countries that have dropping populations or very low birth rates.

If your question is specifically regarding places like India and China, then yes, but it's hard to see how it would be effectively implemented. With China in mind, and the one child rule, we still see this huge population...

I'd also say I feel this is more important in terms of strain on society, rather than the planet specifically. Although of course draining resources is definitely a bad thing and a problem.
