Its ran by the USA in a country they are not trading partners with and Cuba's leader brainwashes his people to beleive the USA is out to get them (What I got from a Cuban boxing documentary) and now the USA have a prison ran in Cuba????

The US leases the land as per the Cuban-American Treaty. The treaty is old i believe from the very early 1900s.
