it was after they were already being attacked.

they wanted a ceasefire, u.s. to provide evidence to them, then an unnamed 3rd nation for trial. not really terms one agrees to in the middle of war.

1 of the 5 wasn't entirely a taliban proposition. cia, ISI was trying to work with less radical taliban to get OBL. not the taliban leadership.


if taliban really wanted to turn OBL. they would have just grabbed him and offered him up.
