Im trying to understand the following Income tax bracket from the link
$31,581 to $150,000 ----------- 41%
Is that basically 41% for anyone who makes that amount?

For Scotland, yes.
A broken leg will be sorted out pretty quickly, it depends really on every situation, where you're living and other factors.
