Fight Ricky Burns for your last fight for a knockout victory. What's the deciding factor here, who's gonna throw more money at Manny?

I don't mind if they take the Burns fight at 140 as prep for getting down to 140 for Crawford. That wouldn't be so bad.

Crawford is the best fight if they can come to an agreement on the money. Horn is a more logical fight for Pacquiao than Burns if you go by the rankings. Pacquiao is the WBO welterweight champ and Horn is the 2nd ranked WBO welterweight contender. Burns is not ranked anywhere in the top 15 welterweight contenders by the WBO. As the WBO welterweight champ Pacquiao is fulfilling his obligations by fighting Horn. He has no reason to fight Burns except for an easy pay day.

Lol Ricky Burns. The only good thing about fighting Burns would be if they did it in Scotland, it would be a very big audience there.

Burns has been shot for about 3 years and was never even that good to start with. He's been carefully matched for a few years now.
