I know it's merely speculation if it's Bob Arum who's withholding the funds but it wouldn't be a surprise. I don't understand his attitude on wanting to forcefully keep Manny Pacquiao. On the contrary he should be glad and thankful with the amount of exposure and money that Pacquiao gave him and Top Rank. He should be working with Pacquiao out of respect instead of trying to forcefully keep him as a fighter. Pay Manny his money and move on. Pacquiao's a living legend and can choose who he wants to fight, when, and where at this stage of his career.
