USADA has a history of giving athletes "chances".

They even have a "Rat" package, where if you on suspension you can rat on your friends to get the suspension lifted.

Plus they bend the "rules" for some fighters, so one fighter taking something will be okay but another might get him banned.

Besides, USADA not cleared to do it for Proffessional Boxing since they cant hand out penalties if person says FU/tests dirty.
