      No the idea of better testing is not bad. but you have to take whatever comes out of the mouth of a CEO of a private company with a grain of salt. His sentiment is biased. Remember, it was Floyd who was pimpin' USADA's services, and it was Pacquiao that denied USADA's chance at big bucks, so who else do you think would USADA crucify?

      IMO, what the promoters should have done is let NSAC handle the tests, since they have the authority, while NSAC should proceed to contract USADA for the testing. Since NSAC is dirt-poor, the expenses would be shouldered by the promoters.

      This way, the sanctioned body will be doing the testing, and if Pacquiao declines, sanctions could be handed out against him.
