How about not letting them in at all, until their application is accepted or rejected.
I don't understand how you let them in (2014) for 2 years and then in 2016 finally reject the application.. and then these idiots don't even keep records or track whereabouts during those 2 years..

It seems like that's what they will have to do from now on because they don't have an effective system of dealing with them.
