Which scenario do you think would have lead to the greatest reputation for Ali.

The scenario that actually unfolded with Ali refusing the draft and going to jail (With all the publicity that brought) or an Ali that stayed around in order to not only be known as a beater of greater fighters, but possibly a long term reigning champion. Under this scenario he may have been a bit more ready for a Joe Frazier when he finally came around.

At the same time he would not have a reputation for his daring political stance.
