The last WW lineal champion was Shane Mosley in 2009, Floyd beat him, so Floyd is the lineal champ.

Now if you mean The Ring WW champion then that's vacant and it should be the #1 WW vs the #2 WW fighting for it. But on rare occasions it can be the #1 vs #3. Floyd is neither of those.

Mayweather has been the lineal Welterweight champion of the world since he beat Baldomir in 2006, so of course this is for the lineal championship.

Depends on how you look at it. Lineally, it might make some sense. However, Mayweather retired after beating Carlos Baldomir, so that technically vacates the championship.

However, he never lost it. Still, the line was broken when he retired. By definition, he is the link. However, he broke that link. Regardless of how absurd that retirement was.

As far as The Ring championship? No. Manny Pacquiao is rightfully number one in most people's minds. Not to mention that even if you don't believe he's number one, you couldn't knock him down below second ranking. Therefore, Ortiz, even as high as number three, wouldn't likely make it a championship match.

I wouldn't mind if they made it for the championship, however. Though, I think that Manny Pacquiao-Shane Mosley should have been for the championship in the first place.
