The only real solution is to restore a proper government in that country,
one that observes international law, and gives Somalians an alternative.
That is likely going to first require a military operation, to neutralize the
present "pirate-governments" on the coast, and to protect a new,
elected goverment as it consolidates its ability to provide basic services
and stability.

....Sounds like Iraq to me. We tried that and the world community is still whining and crying about it. If the USA took that one on it would be worse than my short time frame solution. Just engage all of the Pirates for one full year and they will either starve on land or die on the water. It's all fantasy of course as this current administration isn't about to confront any new conflicts regardless of what happens in the future.

....Two complete carrier fleets spread along the coastline with Awacs support, satelite tracking and drone support could do plenty of damage.
