Fighters who had no good boxers available during their primes

Can anyone here name a fighter who couldn't fight anyone good during their prime because no one in their weight division was any good? We can't properly evaluate these fighters because they never fought good competition. I believe this happened to Roy Jones Jr. because everyone in his weight division was a bum and there were no good fighters one weight class above.

His best wins are against a WW (who moved up 13 pounds instead of 10 since BIG G wouldn't concede 3 pounds), Danny china-chin Jacobs (who looked very average in last fight), and Canelo (who BEAT MarGGGarito, but took a draw for another payday - no biggy).

The reason why is cause if one brother couldn't get the job done, the other one did. It was dominated by a 2 headed dragon instead of 1. Plus people are salty that it was dominated by an eastern country. HW has had many years of worse competition and the dudes that dominated it have been praised.
