He wasn't lying about El Paso. In 2008 when the border fence was built, the city's crime index was 280, in 2016 it was 199. For context the national average is 280. Any other politician would chalk that up as a success on their watch.

A border fence did not lower crime rates in El Paso. In fact, crime went up a bit.
During his State of the Union speech, President Trump tried to make the case for his border wall with wildly false claims about the Texas border city.

The next obvious question also is, if El Paso was a save city long before a wall was built, then why the hell did you build that wall then.

I've been living in El Paso for almost 30 years, and the crime was pretty bad during the 90's. "Operation Hold the Line" was put in place, which was basically an influx of patrol agents along the border (400 agents per 100 yards). That operation led to an immediate 72% drop in crime. The wall wasn't put up until 2008, and crime was already going down by then. The graph you provided supports this as well. Putting the fence up had nothing to do with the drop in crime.
