FBI makes arrests in Puerto Rico corruption scandal, prompting calls for governor’s ouster and concerns about billions in storm aid

The FBI on Wednesday arrested two former senior officials who served in the administration of Puerto Rico Gov. Ricardo Rosselló, leading the chair of the House committee that oversees Puerto Rico to call for the governor to step down.

The arrests also spurred concerns on Capitol Hill about the billions of dollars in aid that Congress has approved for the island.

The federal indictment says the former officials illegally directed federal funding to politically connected contractors. The arrests come about a month after Congress approved a controversial disaster aid bill that earmarked additional funding for Puerto Rico’s recovery from Hurricane Maria in 2017, which were tied up in part because President Trump called island officials “incompetent or corrupt.”

Six people were charged in the 32-count indictment. They include Julia Keleher, who served as Puerto Rico’s education secretary until April; and Ángela Ávila-Marrero, who was the executive director of the Puerto Rico Health Insurance Administration until late June.

“Keleher and Avila-Marrero exploited their government positions and fraudulently awarded contracts funded with federal monies,” U.S. Attorney Rosa Emilia Rodriguez-Vélez said in a statement. “The charged offenses are reprehensible, more so in light of Puerto Rico’s fiscal crisis.”

Puerto Rico mayor, two others arrested on corruption charges

SAN JUAN, Puerto Rico -- A mayor and two former government officials in Puerto Rico face public corruption charges in separate cases that involve a total of $8 million in federal and local funds, authorities said Thursday. The suspects are the mayor of the southwest town of Sabana Grande and the former directors of finance for the northern town of Toa Baja, which has struggled to pay its employees amid an 11-year recession.

U.S. Attorney Rosa Emilia Rodriguez told reporters that the former officials from Toa Baja are accused of using nearly $5 million worth of federal funds to pay the town's public employees and municipal contractors.

"Not only is that illegal, it's immoral," she said.

Officials said former finance director Victor Cruz Quintero deposited some $2.5 million worth of funds from the U.S. Department of Housing and Urban Development into the town's general and payroll accounts in October 2014.

He also is accused of making similar deposits and transfers of more than $1.75 million in funds from HUD and the Department of Health and Human Services from September 2014 to February 2016.

Toa Baja's former interim finance director, Angel Roberto Santos Garcia, is accused of making similar transactions worth $650,000 using funds from those two federal agencies.

Puerto Rico is a shlthole thanks to such exemplary local politicians. It will stay as such until the people decide to take action and demand their government to take care of business.

Crickets from the usual suspects screaming that Trump isn't doing enough to help Puerto Rico. US Government officials aren't stupid, they know exactly well where that money is going to end up, and it sure as hell wont be for disaster relief.

Pretty similar to those dicators in Africa in the sense that the money never ends up helping the people in need.

Recently I heard someone address this in a way I'd never thought of, but makes total sense.

He pointed out how foreign aid used to be delivered in large crates full of food, medicine, clothing, etc with a huge American flag and the letters USA on it.

The people in need got the US aid, and were appreciative of it.

Nowadays foreign aid is an EFT transfer to foreign governments, who then use the dollars as they see fit.

Little, if any, gets to the people, and the people dont have any appreciation to the US for the billions we send their countries in foreign aid.
