Never said those were good choices, Wilder is especially baffling, but p4p is not really about resume(otherwise Hopkins and Pacquiao would be on top) , more about what have you done lately, and who is who at the moment. Garcia definitely belonged in the list after he beat Mathysse but his stock has dropped significantly since then. Again I am not saying the others are good choices.
