its just a way of saying 'who are the best/biggest name fighters in boxing'.

a lot of it has to do with having undefeated streaks and having popular wins, rather than 'who is the best in boxing'.

for example...Erik Morales was never p4p #1 or 2. but I think most people can agree he was better than Marquez, and even had that win over Pacquiao, who became #1 a year or 2 after Morales beat him.
