I would think the only reasoning to allow child marriage would be if say, a 15-16yr old wanted to marry another 15-16 yr old, with the parents consent of coarse.

Best time for a woman to have a child, biologically, is 13-17. Young, strong, and genes are still good. Of course it's thought to be disgusting now but until modern times marrying and breeding at 13 or just after the first menstruation was common and not at all thought to be repulsive like it is now. When the average age of women was 30 and under due to high death rates during birth, 13 was virtually middle age.
