I guess it would mainly get used in NSB. With certain topics users always mention other users names. Now they can do it to draw the user straight to their post. Now if they don't do the mention thing to give them a chance to defend themselves the original user looks like a b1tch.
All in all i guess it will encourage more user wars lol.
As for the quote side of it users have asked for that since i come an elite member of this site.

If you do some research on pop up adds/redirects etc it's a really hard thing to control.
