the best cheap basses are usually made by Yamaha and Ibanez, some of the squires are really good too. fender rumble is the best cheap bass amp, they have great tone and are less than $100 on sale

Ibanez. It's good enough to start, but not such a big financial investment that it'll hurt your pockets if you don't like it.
