Well Fury is the man who beat the man, and let's face it, we all saw he beat Wilder if you want to argue he's not a sanctioning body champion because he doesn't have a belt.

What I heard, is not anylists calling him the champion, but the Lineal Champion. It is pretty widely recognized that this is not necessarily a title holder, it is a status one achieves by beating "the man". So yes, Fury is a champion of sorts.
