1) DCO has to write down the delays and why the delays.
2) DCO has to document the whole thing of why Floyd couldn't produce a urine sample and it took from 1:45pm to 8pm
3) DCO has to document that Floyd used an IV and Floyd signed the document.
4) I'm sure that there was documentation/evidence of the IV company that went to Floyd's house to give him the IV.
5) DCO and IV company and other witnesses are present.
6) WADA LAB could have found evidence of Floyd using an IV.


The only scary part and crazy part was Floyd actually using a banned method then 3 weeks later requesting a RETRO TUE and getting away with it.
So that paper trail (RETRO TUE) does NOT make sense but for different reasons than you point out. With the delays, insufficient urine samples, IVs, well if it was someone besides FLoyd there would have been an investigation as I pointed out happened with other athletes who declared IV use.


Investigation would have revealed that Floyd did NOT require an IV.

Paper trail makes sense because:
Floyd knew that his friend USADA, who he pays off, will take care of the RETRO TUE and would make sure that there would be no investigation:
